Hi, this has been happening for a while, couldn’t be bothered until now to post this.

    Couple of things:
    - My cpu and gpu are not thermal throttling
    - Latest windows update
    - latest nvidia drivers
    - My background proccesses use 10% of my CPU.
    - The only other game that i have had this problem with is WRC 7
    - On all other games i play either my cpu or gpu are fully utilized

    CPU: ryzen 5 1500 X
    GPU: GTX 1070
    Ram: 16gb ddr4
    Res: 1080p 144hz
There are three different things that happen:

    1. Low cpu and gpu usage with low fps: Example: on all maps, my cpu and gpu usage are around 30 - 40% with one car, with unlocked frame rate. This isn't such a massive problem on gridmap and similar, but on italy and the rewaorked small island, on high my fps are less than 50.

    2. On very simple maps such as grid map, i can get decent FPS but my GPU and cpu are still not utilised anywhere near fully, and when I spawn more than one car in, my FPS drops about 20-30 frames, and for the next 3 cars it stays the same while the cars are not moving. If I add another stationary car my FPS will drop about -50 frames( not so worried about that as my cpu is a four core, just thought I add it for completeness) . Back to just the four cars, I will have about 110 FPS when they are not moving, but as soon as they move, my FPS halves. My FPS stays at the same woeful amount no matter what level I have the graphics set at. Throughout this second scenario, my max cpu usage for beam ng is 60 - 70%, and 10% for background processes. My gpu does not get above 50% usage.

    3. Cones massively reduce my fps: I was doing the long track time trial at hirochi raceway and noticed that. my fps was between 60 - 80 on low settings. There were about 15 cones to show you where to go. i completed the scenario, clicked on freeroam, and removed the cones. My fps was then between 100 and 120. The cones reduced my fps by 40. My cpu and gpu were still not anywhere near fully utilized.
I should just get way more fps in general as well, but my cpu and gpu usages are so low most of the time.

Please help me figure out why this is happening.

First, check your latency in LATENCYMON (latency monitor), it should be available somewhere for free to download from a legit website.
Make sure you're not getting huge spikes of 1000us or so, sometimes Nvidia drivers do this, and it won't show up as CPU or GPU use all the time.

Ryzen LOVES fast memory, with stock 2133mhz / 2400mhz memory, the first gen processors are a DOG, because everything in the CPU waits on RAM speed. It's bad, but performance scales linearly with RAM speed increases, all the way up to around 3600mhz or so. So see what speed your memory is running at, maybe that will tell why you are getting 'lousy' performance out of it.

Mostly, you seem to be draw call limited, the 1500x is a good entry-level budget CPU, however, it's not GREAT. You'd get substantially more performance out of a Ryzen 2600, a Ryzen 1600 AF model (which is 12nm like the 2600, just lower clocked, the AE model is the old 14nm like your current cpu), or updating to the Ryzen 3000 series of processors (best, but most expensive). The 1600 AF model will help you some, but not as much if your ram speeds are slow as mentioned a few sentences above.

Adding more vehicles doesn't bother the GPU unless you have things maxed fully and even then, not by much. It's mostly CPU heavy due to physics, and due to it having more draw calls, things slow down. A draw call is when the CPU tells the GPU to render a single textured face - or if the model is done right, a few linked (sewn) texture faces of the same texture. This spawning of many cars causes these draw calls to go up sharply.
Turn off shadows or set them player only. Turn OFF reflections, they pull down CPU performance more than gpu performance in your case. Turn on and off SSAO and see what kind of performance hit you get with that (I'm not sure if that one is GPU heavy or CPU heavy).

First generation quad-core Ryzen processors were decent but they weren't the best. The 2600 and above 2000 series processors were pretty good, and the 3000 series were great. Avoid the APU models if possible since you already have a video card. Purchasing a 3600 processor next time they're on discount should solve most of your woes, though. Just make sure you update your motherboard BIOS first so that it knows what the new processor is. You can sell the old processor on ebay and recoup maybe about 50$.

Thanks for that, is that the problem for number 1. as well concerning italy?

So do you think i will get more performance per dollar from replacing the ram (currently 2400) to a higher frequency like 3400 or replacing the cpu and keeping the ram?

    I can upgrade to 2 8gb sticks of 3600 for 133$
    I can upgrade to a 2600 for 212$
    I can upgrade to a 3600 for 326$

I would prefer to do the ram since i dont have much money laying around. Which do you think is the best performance per dollar? @bob.blunderton
