How can I make traffic appear?

I don't have the traffic tool and I have the .15 version of the beamng. That someone helps me to make traffic appear. Because on the internet I can't find any help.

 

Traffic wasn't introduced in the vanilla game until 0.17, so if you want it without mods then update your game.

Just keep spawing in cars. Sooner or later they will start moving, probably around the 30 car mark.
