Well, it's not entirely out of the question for someone to pull out their existing skin request to make room for someone else's. Just as long as I haven't started work on the skin yet and the one pulling out their request is willing.

This isn't a post pushing someone to do so, but it's something I'd consider fair.

Jbeams are needed to implement skins as an "paint design" and C# is needed to map what goes where
While it takes some knowledge on both to use, it's actually as simple as taking an existing set of skin files and swapping around some names.

If you have template files, it's quite easy. 80% of the skins in my pack use the same template for the C# materials files just adapted to map to specified cars. From there, you swap out a different part for each individual skin for that car. It's essentially telling the game to look in X folder for Y file and map it to Z.

Next update is incoming: 1.7.1. It's not going to be the next batch of skins, rather the missing skins from previous update in the form of Projekt Melody and Tentacar. This also fixes the G11 skin on the ETKi and adds compatibility with the Turbo Rabbit overfenders on the 200BX.

Tentacar has some problems with broken glass. When I remove the skin, glass works perfectly

C# is the JBEAM, Materials and JSON files. Use Notepad++ to create/ edit them. The best way as mentioned before is to reverse engineer other peoples skins to figure out how to get yours ingame.
You can also look on BeamNG wiki to help you out, there are pages to help make your own skins.

Also, despite doing mine through Photoshop. You can take the free alternative like Maka and Wo-Class have done and use Paint.NET. I'm sure someone can help you out with that side of things if they'd like to help you out.

Oh boy that's not good. I just checked myself and I'm getting the same issue. Hopefully it's only a minor error in the materials file. Please try to bear with it for now while I figure out a fix. That skin's materials file is in .cs so there might be some translation error .json under the glass_dmg areas.

Be careful on those websites, we wont be held liable for any viruses, bugs or anything of the kind if you do. And yes, we're well aware that our mods get reuploaded onto 3rd party sites, it's pretty much inevitable.
