Controls are messed up

Hello everyone, I have recently got this issue where all the controls are cleared and I can not set them again. When I try to set the controls, it just says "{{:: controlsEdit.action.desc }}" in the column where it normally ly says "push the button you want to assign". also the 3 buttons at the bottom are just blank. (no text, just colour). I've tried doing the "Steam Verify integrity" and it says everything is normal. the only way I've found to fix this is to reinstall the game but after reinstalling it a few times it gets annoying.

 

I've done both of those things you mentioned and it worked for a bit and now it does not work again, any thoughts
