Can't drive

Go through steam and do a complete fresh reinstall. There is IIRC a verify files feature in the launcher if you want to simply check.

 

I have tried deleting mods, reinstalling the game, verify game files, and clearing cache and still is broken

 

Are you sure your PC is capable of running the game? What are your PC's specs?

 

graphics card is AMD Radeon Vega 8, and every driver installed is working fine.

 

safe mode did fix the red tachometer, but now I need to figure out what mods are the problem
also could outdated / unsupported mods cause the red tachometer?

 

Yes. That's nearly always the cause.

 

So it was the multiplayer mod that was the issue. It's fixed now.
