Launcher launches through steam, but game wont launch

When I load the game up on steam the launcher loads but then when I click launch game it won't launch, it just loads for a bit and then nothing happens. Another thing is that the game is shown to be running on steam. It runs when I launch it in safe mode. I have tried a few things like changing the file location and verifying the files using the launcher and steam itself but none of this has worked. I don't think my PC specs are an issue as I have RTX2060 with 16gb RAM and Intel i7 9th Gen. Is there any way I can resolve this issue?

Update : Now launching through safe mode does not work
Update 2 : After chaging the file location, then reinstalling it seems to be working as normal. I have no idea what the problem was but this seemed to work (it could have been something else im not sure)

I have this same.. in safe mode work normally and game starts but without safe mode, game doesnt start.

 

Then check your mods. One might be outdated or conflicting with the game.

I have been having this problem for almost half a year and never figured it out til now. I was searching through forum after forum til I found the following link:

This was when I realized that my files were linked to OneDrive. I checked to see if my Onedrive was on and it turns out I needed to log back in. Once I did that, IT FIXED IT. It fixed the issue of it running in task manager and/or steam but not actually running.

TLDR: Check if your Onedrive or cloud save equivalent is on.
