FPS limiter?

    What happens is I'll be on west coast USA and all of the sudden it feels like a fps limiter kick on and I'll go from like 75 fps to stuck 30 and under and I check fps limiters off and 30fps limit when window isn't open is off too and I don't really know what to do

    Do Ctrl+F to check your frames per second.

    V sync is off and my FPS counter still says 25 fps in the dips
