Using the CJD Special Tunes mod, I can use a rev limiter of 9000 RPM. However, most engines seem to have a "hard limiter" that lets them reach a maximum redline (unless you use nitrous of course). How can I remove this?

Engines have a table that defines torque vs RPM. Values higher than what the table lists for RPM = no torque. You would need to increase the maximum defined RPM in the torque curve. There's also a maximum RPM after which overrev damage will start happening.

That would mean the max is disabled, in which case you need to redefine the torque curve to go higher.

Either with a mod, or editing the file that defines the engine.
