This used to be in the game if I remember but it was removed a long time ago. It basically stores your car's data on vehicle reset. So if you're driving at night and you have lights and sirens on, then when you reset the car, it'll leave the lights and sirens on. This is useful for AI stuff because I'm tired of having to switch vehicles not only to reset them but to turn back on that sorta stuff.
