No idea what you are smoking, what rock you have been hiding under or what propganda your pirate buddies have been giving you, but piracy is a crime, in the UK its even prosecutable in both criminal and civil law courts.
In the UK I would draw your attention to section 107(1)(c) of the Copyright, Designs and Patents Act of 1988.
In the US it is categorised as intellectual property theft also a criminal offense.
No idea about bosnia, but piracy is a digital theft, its no different to walking to a nearby electrical goods store, smashing a window and walking out with the TV. It is theft. Theft is crime. Its plain and simple.

I'm not smoking shit, in my country there should be laws, but they aren't exceuted, nor adopted . There are some 3rd party inspectors, that inspect buisnesses, and usually they are tech-idiots, and most of the pirated software passes next throu them. They had plans of doing these searches in homes, but they couldn't do them. I'm still ready with my dual-boot of Linux, just waiting for them .
But yeah, pirating is incredibly popular here, especially because two (or three) reasons:
a) 2008 crisis is still felt here
b) software costs a fucking fortune :|
c) (adition, not really) CS 1.6 - nearly on every personal computer.

I think banning all of the immature shit-posting fanboy kiddies from here would solve most of this forum's problems instantly.
