How to Create a Group?

I was looking at the groups page (link), and I was interested in making a group. But, theres no button for making one. Is it possible to make one? If there is, where is it?

 

It’s not possible anymore as there was a pretty good exploit that was found. In short two members found a way to post on the forums through other people accounts and it involved the groups in some way. Rather than reporting to the staff the just exploited it and posted stuff using the staffs accounts
