How do I make a bump for a license plate (Preferably in paint.net)

Hi I was making a California plate and I wanted to know how to make something like this in paint.net

1. Take the diffuse texture of your font.
2. Fill the background with black color (in a new layer).
   
3. Select the layer that contains the letters.
4. Apply the Gaussian blur effect in Effects>Blur>Gaussian Blur
   
5. Adjust the radius to your liking (higher radius = more bevel)
   
6. Click apply.
7. Now merge the text layer with the background and save the file.
   
8. Upload the texture to https://cpetry.github.io/NormalMap-Online/.
9. Download the normal map.
