If you wanna do it right, it's a huge pain in the ass. Of course you could slap the model onto an existing car in the game, change the sounds/engine specs and call it a day, but that wouldn't really drive/crash like a mustang.
The modding for dummies discord server is a great start:

It depends on how skilled you are and how much you know. If you don't know much, then it would be easier to start from something a little more simpler.(duh) otherwise meshlaps could be an option yet highly would not recommend

Uh... Is this the right thread category?

Very hard, probably half a year of work or so if you are a fast learner

If that's what you want to do, then I encourage you to go forward with that.

It is poorly slapped on a lightly modified moonhawk in that pic, but they stopped distributing it a while back and started reworking it. Time will tell, but they are claiming good quality this time around. The model is pretty good and has some nice visual options already, lots of potential there if they can jbeam it right this time.

Ya, they are the ones working on it. They haven't posted exact plans or progress, but it sounds like it will be a substantial upgrade when it comes back.

I mean no offense, but if any of their previous work would have any tell of what the quality of their mustang might be, I'm very skeptical that it will be anything above "meh" tier.
