How do I get world editor open?

    I have been trying to get world editor open for a while but it won't work. I have tried to use a bunch of different hotkeys but it still doesn't work. The only one I can get to work is the safe mode but I was wondering how I get the normal mode open. Can anyone help me? (if it helps my OS is windows 10).
