Good cheap PC for good frames on good-ish graphics?

I'm really interested in playing Beaming. I tried on a laptop, but it wasn't for gaming at all and had horrible graphics. Good frames though xD. I'm hoping to get good frames and just low to medium graphics. I want to build it myself. Can anybody make me a parts list for about 500-700$? (Cheaper would be nice but I want better performance)

I have 4 race sims so I have done everything as cheap as possible. I use Acer x6630g and put the MB in a regular case. Costs are usually something like this (in Australian dollars)
$50 for the PC
$5 for an ATX adapter
$30 for an i5 CPU (optional if the PC comes with an I3)
$100 for a GTX960
$25 for some extra RAM

EDIT: just saw your budget was $500-$700. You can add a second hand GTX1080 for $400 and a decent size SSD and this will run it really well. You would need a better than standard PSU

 

What did you settle on? I'm looking to get a new PC.. If you didn't get it done then ryzen 5 or if 7/9 is cheaper get those.

Oh cool. My budget is around 1 grand or less. I'm open to getting some expensive parts used
