    are you trying to change settings in-game, not in-menu?
    I remember some time, a while ago, settings were disappering when you were specifically in-game (spawned a car), but everything was alright when opened in menu. I don't think this is the case but who knows.
    Also, try to check files integrity

    postfx has been moved into the world editor. You can find it under the window button on top
