Traffic not respawning after all cars have been crashed

So i have this problem where I go around hitting the traffic, eventually crashing all cars. Usually the traffic is supposed to respawn after some cars get crashed. I have to keep respawning the traffic. It didn't do this in the previous update. Has the feature been taken away? Do I have to go into the settings to figure it out? Please help.

 

I believe traffic will only respawn after you leave the vicinity as the player. The AI will stop where they are when they've been hit.
