If by kbps you meant kilobytes (which should be kBps) then your actually getting faster speeds then what speed test is telling you, if you did mean kilobits as you have typed in (kilobits are kbps) then yeah, your def getting way slower speeds then you should be

It's infuriating that my internet can sometimes be as high as 20mbps download, and other times it's like that...

Mine says approx. 50 miles and I can guarantee that location is much further.

 

I get the feeling isps may be messing with data if you can get a ping that low.

Is that on a school connection? as far as i am aware JANET is an educational connection provider (its a bit more complex than that but it would take a 6677 sized post to explain)
