Unique Issue with AMD GPU

    My system is a Ryzen 5 5600, 16GB 3600Mhz ram, and a RX 6600XT for reference

    So I searched the forum previously and while I do see that the regular game is poorly optimized for AMD hardware, my situation is a bit odd. In the normal game with ultra graphics on a map like East Coast, USA I hover around the 50-60fps range with mild drops here and there. Once I load in traffic (5ish cars) the fps will drop to 40-50fps. However, in Vulkan mode at ultra settings I sit at the 80-90fps mark and with traffic, I stay above 60 fps no problem. I have the most recent graphics driver and see no other issues on my end. I can also clearly see that in Vulkan mode, my gpu utilization is at 99% like it should be but in normal mode, my gpu sits at 60-70% utilization only.

    So why is my AMD GPU only being utilized by 60-70% in the regular game but with the Vulkan API, it's being utilized 100%?

    Same thig with my Radeon RX 580 and Ryzen 7 3700X
    ultra settings 40fps

    Forgot I even made this thread but I'll update with some of my findings in case if anyone else has the same issues and can't find an answer like myself.

    When playing in Vulkan mode after the most recent update, the game plays well. I'm able to load in to most maps such as ECUSA, WCUSA, Utah, and the new map just fine. And at the beginning, the frames are great with around 100fps at ultra settings with only one car spawned. On Utah, I can easily put 10+ ai traffic cars and still get a good 60-70fps without issues while the USA maps I can get away with 5-6 ai cars with the same 60-70fps. However, I've noticed that once I spawn in certain vehicles such as modded vehicles, the fps will go down to 40fps and stay there regardless of removing ai cars and switching my own car. Seems like a fps cap issue.

    Another thing I've noticed is that when playing in normal mode, I can clearly see that depending on what part of the map I'm on, the gpu utilization starts to fluctuate and spike a bit higher, sometimes reaching 75-80% for a few seconds before coming back down to the same 60-70% utilization. I wonder if it's an issue with the game engine not communicating with the gpu driver correctly?
