    We do have motion blur. I assume you were referring to radial (wheel) motion blur, and if so, I agree.

    Stable is an update attempt, they do tests on it and if there are no bugs found they release it. If there are bugs found it goes back to the devs and once they found a solution there is a new stable made that goes into testing again and if no bugs found is pushed to the public branch directly after.
    From former experience testing takes a few hours but not a whole day or more, finding a solution for the found bugs can be seconds to days

    To me it looks they had the update planned for today but are now attempting a second try tommorow
