Contrary to what some seem to assume, the phrase "balls to the wall" has nothing to do with testicles and is instead a reference to an aircraft having a wide open throttle or the mechanical governor of a steam engine, ie, to go flat out. Although in this case, I suspect that is not the meaning for this song, but in general, that is what it means.
