Lag Stutters, 20 fps - 104 fps then down again

So, I use a Predator Triton 300 Gaming Laptop. Works great on Normal graphics. Traffic normal graphics on West Coast USA? A smooth 60 fps. Nice. 1 car is about 140 fps driving. Recently, I've noticed 100% GPU usage, and I get these buffers all the time. Isn't the game or mods, as it worked fine in safe mode. It's something to do with my computer. Worked perfectly fine before. Here's the specs:

CPU: Intel i7 11800H
GPU: RTX 3060 Laptop GPU
RAM: 16GB RAM
SSD: 1 TB SSD
Mods: 0, deleted them all (didn't need them regardless)


Right, so my GPU also reaches around 86-92 degrees Celsius, and my CPU is nothing to worry about. Mainly my GPU. 100% usage is normal I've heard, so maybe the temps? Considering it has never happened before, I wouldn't say so. Clearly some virus I've downloaded. If anyone could privide help it's be greatly appreciated, thanks. Make sure that your cpu is set to 100% usage in the power options in the control panel. Its under power options then additional power options then change plan settings. It is in the old control panel

I found this with my laptop, even when plugged in, it constantly froze and the cpu went into limp mode.

Yeah tried this and it still stutters/freezes. Any other advice?

It said it was running in the 16th percentile (WAY BELOW AVERAGE.) It's definetly something to do with the computer. Could this be ping? I didn't think ping at first, as it's not online, but is that possible?
