That behavior is pretty accurate for most vehicles, especially modern vehicles with electronic fuel injection. An engine is tuned to maintain an minimum RPM, which means it will add air/fuel if needed to bring RPM's back up. There is, however, a limit to how much fuel/air will be added to maintain that minimum RPM. Eventually, any vehicle would stall given the right (wrong) gear and steep enough grade.
