Market rule doesn't apply when the product is targeted at kids. Which a video game mod definitely counts as. Kids don't have their own money and are able to force their clueless parents to pay ridiculous amounts of money for something of low quality, or even steal their credit card and buy it themselves. BeamNG also has a problem with ridiculously expensive low quality mods ($20/month on Patreon for a mod made in 1 day using stolen and/or copyrighted assets, often without any credit to the people who made them).

Bad ratings and high prices normally should limit a lot the audience of new buyers for those scammers. T.
Nobody ever reads first pages for some reason. And most people don't read anything at all and just click the download link.
to be fair, the forums like to jump directly to the 1st unread message, so I imagine they completely miss the 1st page completely
