Issues with oppenable doors & interior, map markings problem

Since oppenables were added, i have never used them, until last month, when i have just realized opening no matter what, door, hood on any vehicle does not work for me, the "squares" let's call them like that turn from blue to green when i move my mouse onto them, but when i click them, just not a single thing happens, clicking with left mouse key, right mouse key does absolutely nothing, the only way i can open stuff is through "fun stuff" menu (the O binding for driver door in Scintilla works) , same goes for interactive interior, can do anything, like open door, hood , turn on handbrake.

Another issue i have spotted is that you should be able to click markings on map to quick travel to points, missions, but doing so does not do a single thing.

Have already used Safe Mode, wouldn't be typing this if i didn't, deactivated all my mods, cleared cache, nothing seems to be helping.

If there's no way of fixing this, i don't want to uninstall and re-install game via Steam, would take so much time to download, is there a way to like, "factory-reset" the game? Delete all mods, clean repository, like a fresh start but without reinstall.
