Shift-C often does not go into free cam

I've had an issue lately where when I press shift-c it doesn't go into free cam, it just switches camera positions like pressing C w/o the shift key. It also does it with control-c and alt-c. I made an additional keybind using the 0 key, and it ends up doing nothing. Why is this? What's the fix?

Are you trying this during a scenario? You can only use freecam in freeroam.
But yeah, it is weird.

Have you tried deactivating mods, or verifying game files?
