I've been wanting to be able to zoom out on the user interface (like the below image from a Neilogical video)
How do I do this? It would be much more convenient rather than scrolling a bunch. I only have 4 rows of cars instead of the below 6.

You would need a higher resolution screen. Neilogical records in 1440p so he would probably have a 2K screen or better. That's why his cars are so zoomed out.

I think you have to go and change UI resolution in the settings to something higher.

I went to 2560x1440 on that setting and it doesn't do anything to the user interface.

Weird. I did that and now I have 5 horizontal rows on the car selection screen.

Maybe it was another option idk

Like what @theComputerNerd said, it didn't do anything because your screen is probably 1080p. If your screen resolution is 1920x1080 and you select 2560x1440, the UI scale will stay the same size as when 1920x1080 is selected... Other than getting a 2560x1440 or better display, I don't think there's anything you can do, unless someone else knows a different way to scale it down...

They could try to set the scaling to its lowest or use advanced scaling somehow in the display settings in Windows. Not sure if this works though.

Edit: did not work for me
