It's not available in English because it's a German thing that has only recently started to gain popularity. The reason for this car to exist is because of a loophole within Federal German law. Because by modifying a vehicle like this, it counts as a tricycle which means you are are allowed to drive it with a class A1 driver's license, which means that 16-year-olds are allowed to drive a vehicle like this (for the Americans out there: in Germany you get your driver's license at age 18 but are allowed to legally drink alcohol in public at age 14)
