SOLVED FPS lag at high speeds

Hello,
recently I've been experiencing FPS stutters and lags when going over ~180 km/h. This happens on most of the maps. It sometimes fixes itself briefly before lagging again. Driving fast is nearly impossible.
I usually go from 90 fps to 10 fps. It seems as if my GPU and CPU utilization drops.

I tried:
Clearing cache, removing mods, verifying game files, vulkan, moving to another drive,.

My specs:
Intel i5 9400F, Nvidia RTX2060 6GB, 24GB ram.
Game is running on an ssd.

do you have motion blur on? If so try and turn it off.

 

it got better with it off, but still there is some lag.

 

Found my issue in known issues. After turning off motion blur, all maps except Johnson valley got fixed.
