Garage To Garage missions do not work

When I try to do a garage-to-garage mission it will not load, just the loading screen for the mission, I have left it go for upwards of a half hour and it has not loaded. this happens in career mode, and through the scenario menu on every map with a garage-to-garage mission. i was able to get it to work in safe mode but not in normal mode, even though I have no mods installed and no custom car configs, so it must be some issue with my user folder specifically.
TLDR:G-T-G doesn't work at all, no mods installed, works in safe mode but not in normal mode

 

Have you tried clearing the cache and checking the integrity of the game files?
