I wonder if they're leading up to something bigger with all of these utility updates. For example, they've added a quarry, steel factory and refinery to WCUSA. They've added haul truck tires as props a few updates ago. Now they're possibly giving us extendable trailers (based on the information given from the second 0.31 teaser) I'm not sure if I'm looking too much into it, but I think we're getting a mining/haul truck soon, also considering that ultra-heavy duty machinery is the one of the few vehicle classes still missing from the game. Obviously it won't be in 0.31, but I think we're getting there.
They are definitely still expanding West Coast USA, as there a blank are surrounding the map. Another thing that makes me think this is there is only one tiny suburb area, there is limited mountain roads, the city is still quite small. Another thing their isn't much of is offroad trails. Whilst California is quite suburban, they still have trails such as the Rubicon trail, and many others in the Eastern mountains
That's a great point about the WCUSA barren lands. Right now, the only major offroad area the map has is the dirt course, and even then it isn't exactly "pure" offroading. So it would make a lot of sense for them the add outback trails to the map, especially since they've been mainly focusing on it for career mode. Also, the quarry is literally across the highway from the outskirts, the highest point being perfectly leveled with it, meaning it wouldn't be too complex to add an overpass. And, the steel refinery is right at the edge of the map well, generally on the same side as the quarry meaning an outback can connect it. Offroad delivery missions between the points in giant earthmover trucks would be so cool.
Yeah, that's certainly a possibility. Also, with all these developments into bigger and bigger tires (like the 44-inch (1.12 m) tires we got in 0.27, and the 63-inch (1.6 m) floaters that are on the Wydra 4x4), as well as tube-frame off-road vehicles with fiberglass bodies (the Dunekicker/Rockbasher/Piccobuggy and Aurata), I wouldn't be surprised if the devs are also working their way up to a monster truck. I don't expect that to happen anytime soon (the Wydra 4x4's tires are quite...funky with collisions, to say the least), but we've seen that the devs are now willing to build specialized non-street-legal vehicles that don't have that much customization to them if it means filling a specific vehicle type. It's a much stronger possibility than it was, say, 4 years ago.
Good point about the tires. Another thing I noticed is that they've revised physics a ton recently, as cars no longer "stick" together after a crash, which could be good for big wheels crushing things. It would defeat the entire purpose of a big truck if you were immobilized after crushing a single Pigeon because it's sticking to the wheels. This would solve that issue.

I dont think west coast will get much bigger, the blank that surrounds the map is just a background, same how italy has the islands in the distance, if they wanted to expand it, it would either have to be lesser quality mesh as the new spearleaf island or the factory (no grass for example), or they would have to use 4k terrain. Biggest drawback is performance, west coast is one of the most performance heavy maps, and its used for career, so there isnt much headroom. (unless they plan to up the minimum requirements for example). I think thats also the reason why the city isnt bigger, and why the default maps dont have lights (other than utah). They do optimize each update, but there is only so much you can optimize.
I really don't think there would be any big update to WCUSA, if anything I think it would be a Spearleaf Island revamp. I feel like Spearleaf came out at a kinda low quality, to be updated even better at a later update.
