The joke is that a built-to-European-standards modern automobile having a version for third world markets that eschews all forms of progressive refinement (hence Euro-less engine, no safety equipment). Essentially, the developed countries get emissions and safety standards while exporting dirty, dated tech abroad. The cardboard version is a joke on badge snobbery (the car doesn't even have an engine, it's just a pedal powered kart with an ETK badge).
