Hello, I have an Intel Core i5 12600kf and a Nvidia GeForce RTX 3070, and while playing BeamNG neither hits over 60% utilization, while in other games my gpu hits 98%. I am only getting 40-50fps with this combo in WCUSA with 12 traffic cars.

You CPU is overclockable, so it can be more powerful. And I don't think 12 simplified traffic cars makes trouble on a Intel i5 12th Gen K.
Your GPU is an RTX 30-Series, BeamNG isn't the most GPU intensive game, it doesn't have RTX neither.

This is perfectly normal for BeamNG (with respect to your hardware config).
Your CPU is the bottleneck in this case, thats why your GPU cant go over 60%. CPU utilization in almost every game will almost never be close to 100%, this is because games only use a limited number of threads on your CPU. If you check utilization of each cpu core, you will find out that a few of your cores will be maxed out (the ones beamng uses). The Utilization which you checked is your overall/average cpu utilization.

There is no straightforward way to increase GPU utilization in your case, but generally:
    1) Turn up the resolution (You could use Nvidia DLAA to run a higher resolution (like 1440p) on a 1080p monitor, it makes the game look sharper and clearer, especially since BeamNG has absolute garbage antialiasing)
    2) Turn up gpu intensive graphics
