Garage to Garage missions keep giving repetitive cars

I wonder if there is a fix to this?
Safe mode or not, with mods or without, no matter the map, even with restarting the game - garage to garage gives me a selection 4 cars that just doesn't change. With mods its ETK 800 Series + BMW E36 + Cherrier + Toyota Corolla, without mods its ETK 800 + Barstow + Cherrier + Pessima.
Any explaination or solution? Its really boring to play it like this

I have multiple but the one in question right *now* is the AE92.
