i just tested it and colors work maybe you either have a older broken verison or a mod is breaking it.
Oh, then it must be bad syntax because the colour palette doesn't appear for me. I've downloaded your new version, by the way, and I usually have a small amount of mods enabled.

I'm happy to see someone try and bring this mod back to life as the SVX is one of my favorite cars and I really miss this mod
The mod uses the chassis from the pre-remaster Ibishu 200BX, so you probably need to change all the files that are taken from the old BX. I have attached 2 screenshots of the main.materials file in which there are also parts from the pre-refresh ETKs which you might need to change as well. I am no expert for textures and materials, but I hope I helped. If that isn't it, I am afraid I have no solution to the problem either.
it isn't in the material editor or even in the files it can't be edited and no it isn't unmapped cause i couldn't really find anything about that --- Post updated --- no old 200bx textures aren't doing this since i have restored them all
