No normal

I have tried clearing my cache but I still have no normals on Carbon fibre front lips, and rear wings

Have you tried safe mode and verifying file integrity?

 

first try deactivating all mods (you may have to clear the cache again), next do what the comment above says (for verify file integrity, you can do it on steam), and if that still does not work Perform a clean reinstall. (it is not out of the ordinary for you to loose some files like you career mode saves).

If anyone has any other things to try before a clean reinstall please let them know
