In West coast with 10-15 people in it I'm not getting max resource utilization, while also getting less than 60fps what gives?

Updated ryzen driver's and nvidia drivers(to the best of my ability)

You got anything in the background hogging system resources? Also, have you tried Vulkan and seeing if the results remain the same?

Try checking the performance graph (Ctrl + Shift + F), and look for any possible indications of low fps.

Unless you have 4GB of VRAM, then it would still run at 10-15 on WCUSA anyway (and would probably be worse).

I get 40+ fps all the time on WCUSA (alone), but using Vulcan I get 10-15.

Good observation, vram might be the limiting factor

I have 4GB of VRAM, and Vulkan runs great for me (70-80FPS), and I'm on a laptop... I just have to make sure the graphics settings aren't set too high, or else the FPS drops a crazy amount.

I only use Vulkan if I'm going to use traffic or play multiplayer, since it seems that Vulkan performs better with more vehicles that DirectX does.

You're right, the fps doesn't drop gradually when I up the graphics settings. At a certain point it becomes almost unplayable.
