Its a bit of a mess inside but it is rather difficult for it not to be with all of the expansion cards that are in there. I am now at the point where i cant fit any more in, i will have to grab a front USB3.0 header and remove the rear one if i need any more PCI stuff. Yes it will. It won't bottleneck on many games, but BeamNG will rape a Q9300 in the arse twice then eat it for dinner. Also, don't use WEI, it means nothing. My Q6600 PC somehow gets 2.9 in graphics, it deserves a 0.5 at best.
As already said a million times. CPUs do not bottleneck gpus. Particular Games bottleneck on the CPU or gpu, the parts don't bottleneck each other. Battlefield barely touches CPU and will be bottlenecked by gpu only, beaming bottlenecks on CPU.

I am running it cranked up but I can run any game cranked without issue for the most part. Except when I have the resolution at 3840 x 2160. Even with this rig 4K can be a bitch with some games. I am guessing this game isnt using my SLI yet, is it?
any stuttering would probably be because of your gpu's, the 9800 gtx is a 7 year old card now, which is why you would have trouble with 4K as well i would highly recommend upgrading those cards and no, it wouldn't be using SLI by default, you would have to force that on
It will probably be your graphics card. I have a GTX970 and the game doesnt run very well on my PC either. If you download a program to let you view GPU utilization you should see that the game is only utilizing part of your graphics card.
