Strange, I think you may have some issues... The game runs fine on a Phenom II 955 runing at 3.6ghz... and this CPU is old, and weak:D Try to clear your PC, i remember that once my PC was so dusty that it was overheating

Runs fine on my 760. I also have an i7 4770k. I'm not sure how that compares to your processor since I don't know a single thing about AMD, but it either way it should run at least better that what you're saying. I can get 40-50 fps. Don't know what to tell you..

I also have the FX-8320 but run a Radeon HD-7990 for graphics. I get relatively good FPS but with heavy vehicles I get some CPU bottlenecking (i.e. T series lags at around 15 ish FPS, Moonhawk FPS also down in the drain). You're just gonna have to work with it, although it really isn't bad. Just stay away from multiple vehicles and CPU intensive ones.

It run pretty good on my laptop with a Geforce GTX 660M 2gb. But, if i unplug my laptop, it became absolutely unplayable and freaking laggy. your problem look like a power saving mode or something.

Check to make sure you aren't running on any integrated graphics.

    Hmm...

Was talking about integrated, but since it doesn't have it.

@Op, Do you somehow have more than one GFX Driver in the Options menu?

Please be sure to try disable "PostFX" and see if this helps you. (Also be sure to untick all of the checkboxes that say 'enable' as there seems to be some overrides somewhere that do not always disable each part of post fx in the Experimental version)
I found the biggest culprit to the source of my lag was because SSAO was still enabled even though ALL PostFX was disabled.

Disable these, the same for each main tabbed pages also as these do not always abide by the top checkbox setting in Experimental. It may be only affecting us AMD users, I cannot vouch for nVidia or Intel as I have not used their hardware for about 10 years now...

I'm running the following and manage to get around 30-40 fps depending on the amount of vehicles I have spawned.

    CPU:OctalCore AMD FX-8150 @ 4.4GHz (Stock: 3.6GHz)
    Motherboard: MSI 990FXA-GD65 (MS-7640)
    Memory: G.Skill F3-12800CL9-4GBXL (x2 8GB Total)
    Graphics: AMD Radeon HD 6670 (x2 1GB DDR3 Variants - IN CROSSFIRE)
Resolution: 1600x900 Fullscreen (Native desktop resolution is 1920x1080)

It could also be possible that your PSU is not supplying enough voltage across it's rails causing slow performance. As mentioned above be sure to check your power settings and ensure it is in high power mode and also disconnect any unneeded USB peripherals as these suck power constantly, so if you have a PSU that just manages to power your PC, this is another common overlooked cause.

Many am3+ motherboards have an integrated graphics chip set (like old Intel boards used to before the integrated GPU was added to CPU die).
