I think there could already be a solution: replays and basic moderation
If a replay is submitted, users can look at it and decide if it looks fishy, then moderators would manually review it and choose whether to remove it from the leaderboards

There should be either the 1st generation or 2nd generation Pontiac Fiero in the game, they are really cool cars in real life. And my suggestion for its name is the Bruckell Speedemon. People also use these cars to put fake body kits on, so it looks like a Ferrari or a Lamborghini. Which it obviously isn't!
