Try to play with display settings such as V-sync and make sure you are in fullscreen or borderless.
I also have a laptop and these affect my fps.
Also make sure you didn't enable VR mode.
    Good luck ;)

Have you looked at the performance graph (Ctrl + Shift + F)?

oh that's strange, your laptop is good enough for beamng but look not good.
did you tried HWMonitor or MSI Afterburner to check your cpu an gpu tempeture? it may be caused of tempeture is so high

or check power settings and battery mode, ensure you're laptop is plugged in, and go to Control Panel> Power Options> High Performance.

Did you check Task Manager when this lag was occuring? Check by sorting it by CPU, Memory, GPU in stages. If you don't have a second monitor to display it on, you'll need to disable the "limit FPS to 30 in background" option in BeamNG.

Also, try lowering your grass setting to 0 in the game options. I know you already mentioned you lowered all your settings and tried safe mode, but its worth a try.

I had similar issues when I used CK Graphics mod, which has a range of 0-1000 for the grass slider - it should only be 0-1. I had it set to 200 something which caused the exact same lag as you got.

Keep an eye on your VRAM usage, I had issues like yours in the video when it was really really starved for space.

Another potential cause is some crappy laptop driver/app/OEM bloatware. On my ASUS laptop this lighting service was notorious for causing an issue like yours, but very rarely. You could google your laptop model or search reddit forums to see if anyone's reported an issue like that.

    ***

I've attached a screen snip of the video you uploaded to make it more accessible to others.

In future, upload it to YouTube - less load on the forums and allows those with limited bandwidth to check your issue.

Description: rubberbanding (on-off type lag). Game speeds up then slows down according to graph.

one more thing, Use programs like cinebench and 3D mark to make sure that your cpu performs officially normal.

I never have my FPS on to see, but did yesterday and found that despite my screen being 144 fps, it was getting 60-64 fps consistently when not full screen. Reading more on it found that using gsync freesync in windows modes can cause terrible delays. Switching to fullscreen and back to 100+ fps
