Lua RallyManager lock to Vehicle

    Hello. The new Rally gamemode is still in WIP and is working great already.

    I know the issue i am about to describe doesnt really matter for the current Rally mode but it could still be implemented for future additions to the mode and ofc my interest in making this work in BeamMP

    The following issue is that the RallyManager is not focused to one vehicle. If you load a Nodebook it works fine if you have 1 vehicle. But if you spawn 2 Vehicles and drive with one it can do weird stuff.

    My biggest issue is the RallyManager resetting everytime any vehicle resets. Imagine doing a rally stage and a vehicle which is not the one you are in gets reset. Boom your callouts are reset due to the Rallymanager softreset being called.

    To fix this issue i think it would be best to either make the rallymanager run for each vehicle or when creating a RallyManager it takes a vehicleID with it to only track actions of the provided vehicle.

    With this it would be possible to for instance make a rally stage work with multiple cars (I know no need for a singplayer game). There might be no need for this in the current state of the game but it might come in handy later on. Besides that it would be very much needed to enable RallyStages in BeamMP. Even tho it is just a third party mod it still is played by alot of people and the community is build on great mods and implementation of singleplayer features into multiplayer.
