Game Looks and Runs really bad, Even at low and High Settings

Ok little bit of backstory. Recently, my Desktop pc died so I upgraded and got a MSI laptop that has fare higher specs but im getting little to no Increase in performance.

Before I got this Laptop, my Pc's Specs were a 24gb Kingston fury 3200 RAM,AMD 5600x, Radeon 570, I upgraded to 3060 12gb before the Pc died
At ultra preset graphics settings, I got around 60-70 fps. This was good enough since I was using a crappy 75 Hz tv as a monitor, but now I have a OLED 240hz Monitor with G sync and 1440p.

Now I can't help but notice how terrible the game looks. I have tried making my own graphics combinations in the settings, I tried Reshade, CKS graphics mod, and wayyy more, but the game always has really bad pop-in, Terrible AA no matter what settings I use. I also noticed that since the last update, the traffic runs way worse, even though I lowered the amount of cars that can spawn and use Simplified traffic with no parked cars.

Even After trying safe mode and Vulkan Renderer, the game doesn't run much better. I only go from 70 ish fps to 90 ish at 1440p. I have reinstalled the game to multiple different drives. I have forced high and low setting through Nvidia Control Panel since my new laptop has a 12gb 3060 TI and 16gb of ram. No real improvement. Highest Fps I have Gotten so far is 90 on grid map on medium settings.

This is all with mods Disabled. turning them on makes the game borderline unplayable even with less than 20 mods.
Weirdly enough with around 8-10 mods the game performance is better than Vanilla or vulkan at about 110 fps, any more or less mods and the game go back to 70-ish fps.

Does anyone know what I can do to fix this? Im considering upgrading to 32 gb of ram since 16 doesn't seem to cut it for most other games.

Also I hope it doesnt seem like im just complaining. im glad that the developers are keeping this game alive and are giving the community what they want. im just trying to figure out why its running poorly on my pretty decent pc.

 

Nice to meet you. I'd like to give you some advice.
Laptop PCs are not good at dissipating heat from the CPU and GPU, so be sure to check the temperatures of your computer's CPU and GPU. If they are hot, the performance may be reduced to protect those parts.
I have a lower spec computer than yours but I can play the game just fine on medium settings.
If you plan to install traffic and mods, I recommend installing 32GB of memory.

 

Temps are staying at 56 for Cpu and 57 for Gpu, I replaced the thermal paste when i got it and I got a sealing cooler pad to help with heat dissipation. Also I have order more ram, hopfully this will help
