Buy an FX-8320. It's the same CPU as the 8350, but lower clocked. OC and save money. What graphics card are you planning to buy? Sapphire, MSI and Gigabyte are all good.
If youre running space engineers youll want at LEAST 8 GB 1866MHz ram, from my personal experience. Though you could probably get away with 1600 or even 1333MHz
Here I changed the Ram. 8GB (4GBx2) DDR3/2133MHz Dual Channel Memory - - - Updated - - - We (Me, and my dad) don't care that much about how much we are spend for him as long as it was under $900. So we are keeping to this cpu, besides we don't know much about overclocking so we don't know how oc a locked processor.
All AMD FX CPUs are unlocked and overclocking them is as easy as moving a slider in AMD's catalyst driver suite. - - - Updated - - - RAM speed won't really make a difference in gameplay. You can have 1333 just fine.

Why would you need a water cooler if you are not overclocking? I would go for a standard air cooler like the Cooler Master 212 Evo, which would keep it cool and cost a lot less. And the FX-8320 would be a better move, even if it does mean doing some overclocking. BTW this reply was meant to be up last night but I forgot to hit submit :/
I have changed to getting the FX-8320. And the reason I hade the water cooler in the first place is because I have gotten it drilled into me that I should allways use one even if I will not be over clocking.
I have a Hyper 212 Evo, and it's a great cooler. Water coolers have a lot more parts to go wrong, and the fan on here is the quietest out besides Noctua. It keeps my 6300 cool, so no doubt it'll keep an 8320 cool. It's a no brainer.
Water cooling is a risk you shouldn't be taking unless you're pushing for an extreme overclock. Get a good air cooler like the 212 EVO instead.
