This is GOAT TBH, Woah i love the BOX era so much, This in beater trim hell yes, ( or just rusty paint ) For a base model. A idea would be a Ultra under power v6 ( or i6 )

 

Will be there a VCPD Inspired Livery?, because the Police Cars in Grand Theft Auto: Vice City where based on Ford LTDs

both were on the early panther platform, same car underneath but looks different, just look it up, (2nd to last gen ltd) just to correct u

As imaguy1278 said, it was a Panther car.

For 79-81, the LTD S (almost entirely sold as a fleet vehicle) got the single rectangular headlights. They are exceedingly rare. Barely a mention of it on Wikipedia even. You could get it with any body style LTD CV.
