It's actually a non-Steam pre-race update (like, downloaded right after the counter ticked over version) vehicle mod running in whatever version that guy has. I've downloaded the Steam version, and I'm currently working on improving compatibility, as stated in the OP. The only reason I got the Steam version is cuz my non-Steam version stopped working to be honest
It would be cool if you did this same sort of thing for other vehicles like the D-Series and the Covet.
