Why is the game using such outdated technology when CryEngine 3 fully supports DX11? (In the graphics card selection there is a D3D9 suffix after my Gfx card name)

Probably cause there is still a portion of people that use DX9. Maybe an option to change it between 9, 10 and 11 would be better.

Licencing costs are probably a big part of the reason.

There isn't a lot of difference between DX9 and DX11 anyway: Multi-Threaded Rendering, which is buggy. Vertex Tessellation, the only real feature. DirectCompute, which is the same as OpenCL and CUDA.
DX9 is about 9 years old, and it can still look good.
