Would a q9650 be able to get >30fps with the newer versions?

I Know this is not the best processer, but why would it only use 40% of the processer (10% per core)

Right now the 9590 is on sale for 180.00 USD at microcenter, thats where I got mine, and you get 40 dollars off a compatible motherboard. You will need to buy a water cooler, however, it doesn't even have a cooler in the box.

I am thinking of upgrading our 2011 hp desktop but I have to wait untill my mum says yes and when the devs finish the game so the upgrade wasn't a waste of money as I see quite a lot of people with pretty high end PC's and problems with fps.

Unfortunately no matter which processor you go with from that lineup your not going to achieve more than 30 FPS Due to CPU/RAM Bottleneck the older Processors and RAM just cant handle the physics load as good as a modern Intel i Series or AMD equivalent can, and as many have already said you would be better off buying/building a newer machine with a Intel Core i series/AMD Equivalent Processor and a more modern Graphics card.

A Q6600 might just run the game - don't expect great performance, though.
The GPU is the problem. The GT 730 is crap, and T3D isn't very well optimised. You won't get 30fps even on lowest settings.

Honestly, you should get a whole new PC. Look at my build guide thread for some information on where to start.

Some basic advice: Don't get an AMD CPU. Single thread performance is rubbish. The FX-9590 is a 220W abomination with about the same multi-thread performance as a 4690K, half the single thread performance, and 3x the TDP. It's not cheaper either - a motherboard that supports it is much more expensive than a basic Z97, and it requires liquid cooling. It's a bad product and no one should buy it.

I bought a FX 8320 (8 Core CPU @ 3,4GHz), OC it to 4GHz and it runs like crap... I only got 18 FPS with some vehicles and a CPU usage of 20%.

This game is not optimized for AMD CPU's in any way. Do not buy an AMD CPU If you want a smooth 60FPS gameplay.

20% pretty normal for a single vehicle

I don't thing playing with FPS like a powerpoint presentation is normal.
I simply can't drive the big trucks and all vehicles over a specific amount of beams.

The guy in the video will probably get better performance than my $800 build.
