Upgrade. CPU is great, 12GB RAM is more than enough. Stick a new graphics card in it. What's your budget and PSU? You might have to get a better PSU for a high end card.
Buggy? I've been using 10 since it was launched, I have to say it's been just as good as 7 for me personally. Theirs a whole sub reddit devoted to ThinkPads. r/thinkpad ThinkPad W series has a good amount of graphics horsepower, but yea if it's gonna be a main PC go for something gaming oriented like a MSI or a ASUS. Death to all HP's.
The graphics though... Can't run HL2 at 30fps on low settings 1280x1024... To be fair that PC did have 1GB of RAM. It crashed when I shot an explosive barrel.
How well Intel i5 6500 (4 core, 3,6Ghz) will work in this game when using more than two cars? My laptop has an i5 4200H 3,4Ghz (dual core + ht) and two cars in demanding maps can cause 100% CPU usage and bad FPS drops. I'm considering about building a new gaming PC for 1080p gaming and in next month I will know how much money I can use. If I get a job, I will buy i5 6600k + GTX 970 but otherwise i5 6500 + R9 380X.
Either CPU will run the game perfectly with multiple vehicles. The 6600k is a bit faster but really only get IF your are sure you you can afford it and that you will be overclocking, otherwise its just a little boost to performance. The GTX 970 and 390X will both run the game just fine so get whatever you want to budget to.

depends on the current specs, those stickers don't really help, all i can tell based on the design is that it's a 3rd gen i7, and the nvidia gpu sticker means literally nothing, as it could be a gtx 260 for all we know, or it could be a gtx 660

I actually prefer the ANSI layout myself, never liked the weird L-shaped return key. Backslash is easier to reach in ANSI and larger left shift means less hand stretching. I don't really mind though, I can use both fine. My Model M is ANSI layout (actually US too), laptop is ISO and UK layout. There will be lots of confusion :/ Also, one thing that bugs me about the T420 keyboard. The Function key is at the very bottom left. Keep hitting it when I meant to hit Ctrl. Annoying. Worse yet it has no reason to exist other than 'media keys' which are entirely useless imho (and the numpad but really, all those are available
thanks it does kind of look like just another school or work pc The third picture has the model number as i didn't have much time to post the specs expecialy since its on the other side of the north island. I do know that I need to replace the motherboard as my current one is from 2011. And I think I have an extra RAM stick lying around, As it currently only has 4gb worth of RAM.
in my thinkpads bios, you can switch the control key to be function and the function key to be control. quite helpful for situations like that.
