I'm using my brand new controller and when I use it my car drives itself in reverse without me driving it and the brakes are stuck on.

Sounds like you need to invert the throttle and brake axis.

Also you might need to disable throttle and brake on the same axis.

    This is relevant to controllers

It would help to know which controller you are using. Not all controllers are the same.
Also, without pressing anything on the controller, go to CONTROLS > HARDWARE, press ALT+O and paste the image link here.

Your left trigger is part way pressed. It's either a faulty controller (return it) or something weird happening with the drivers.

    ^ That.

You can see TriggerL is pressed 1/4.
That's why your car is braking/going reverse.
That's a problem with your controller (If the controller felt, then it probably broke the triggers).
That issue will happen on any games.

This is how it should look:

Many games do not allow you to set deadzones on the triggers, but we do :D
Go to CONTROLS > BINDINGS > VEHICLE > BRAKING and press on TriggerL.
You should see something like this:

Play with the 'deadzone' settings. I think in your case, you have to set Deadzone Begin to around 1 or more.

Since you say the controller is new, return it. It's faulty.
